Having Frodo offer the ring to the nazgul in Osgiliath really changed his character quite fundamentally. The point is that he didn't fail until the end, on the cusp of victory, in the book.  Here he just gives up 2/3rds of the way through.

He doesnt give up.  He just has a moment of weakness.  I think the movie is better for it, the same with Faramirs moments of weakness in the movie that never happened in the books.  It shows the power of the ring.

He'd have given the ring to the Nazgul if Sam hadn't stopped him. He gave in.

There were other times after that he could have given up the ring also, but he didn't.

But he did, there. He would have. It was not his own volition that prevented the ring falling into the hands of the Nazgul. It effectively neuters him as a character.
I'd say he blew it at that point, and I don't think it is a very valuable addition.  I feel the same way about Frodo's attempting to walk into Minas Morgoth to essentially do the same thing.

However, thanks to Sam, he didn't lose the ring and was able to continue his quest to destroy it.  I think, if he had really just given up at that point, he wouldn't have continued.  He would have just gotten up and gone back to giving the ring to the Nazgul.  Overall, I just think PJ wanted to portray the ring's power over Frodo to be stronger than it was portrayed in the books.  If Frodo showed no outward signs of weakness in the movies, the uninitiated wouldn't understand why he would choose to keep it rather than destroying it at Mt. Doom.

The ring's effects on Frodo in the books were more subtextual in the books.  But in the visual medium of film, they needed to be seen, otherwise the end would be more than a shock, as it was intended in the books.  It would play more as a WTF moment.

But to say that what Frodo did after Osgiliath was pointless because the character was essentially damaged goods seems like a stretch to me.  A big screwup doesn't necessarily ruin a character forever.  There is always the concept of redemption, wherein a character can exhibit qualities of bravery after exhibiting qualities of weakness.

Yes and getting back to the people who accuse Jackson of removing Christian themes from the movies I would point out that redemption is what Christianity is all about.  The law could not save people because people could not live by it 100%,the whole reason Christ died was so people who screwed up could be redeemed.  If anything I would say Jackson made the Christian themes come through stronger in the medium of film.  Ultimately there are going to be some people who will get mad because the films aren't just the books recreated line for line and i don't think it's worth getting into a debate with these people because there is no middle ground we can come together on.  They think it is a crime to change anything. On the other hand the way I see it books and film work differently what what is amazing in a book may not get the point across in a movie. I think a smart film maker makes changes that make the story and characters work on film while sticking to what made people love the characters in the first place and keeping the general feel and message of the book.  I think that is what Jackson did with The Lord of the Rings and I can't wait to see him do it again with The Hobbit.

Christianity doesn't get sole possession of redemptive themes.  Stories of redemption predate the christian religion, the story of Jesus is quite derivitive of earlier myths.
