Anyone know of software to convert 25 fps video to 24 or 60 fps?

I have been unable to find any software that will successfully convert 25 fps video to 24 or 60 fps.  So I can watch them on my TV (that doesn't support 25 Hz).

I've tried Nero Video 12, Freemake, multiAVCHD, and Handbrake.  None of them produce watchable files, choppy sound or picture or both.

For now I'm resigned to playing the stuff I've gotten from Amazon UK on my laptop hooked up to my big screen, but figured I'd take a shot at anyone here knowing of any software that would do the job.  At least any software that isn't crazy expensive...

UK PAL Blu-Ray.  So 25p.  I've ripped them to MKV, but nothing I've tried will convert them to 24p or 60p without problems.  Even tried converting the MKV to mp4 or mpeg2 first, but no luck.

It's funny since VLC and the Nero Blu-Ray player will play them at 60Hz on the computer just fine, but no program I've tried will convert and save at a different frame rate without problems.

Edit:  Add a new program to the failed list, VLC, I tried using the convert option in VLC to go to 60fps and the result was smooth audio but slideshow type picture.  I'll try 24fps just for the hell of it but not holding out hope...

Edit2: Well, VLC created a 24fps mp4 that seems OK, but Nero is complaining there is still PAL content when I try to burn it to Blu-Ray, so not sure if the disc will work, burning it to a BD-RE now, will know in about 90 minutes if it worked (Darn BD-RE discs are only 2X...).
VLC really worked hard on the 24fps conversion, 8 threads at 100% for over an hour on my CPU monitor...

Edit3: Still no good, but the closest so far, just a few problems with the picture quality and smoothness.  Maybe if I can find more options in the conversion settings in VLC it will work....
