Does anyone know the history of the ACI County Fair short?

Where would a short like this originally have been shown? Was the intent of this thing to promote county fairs or to teach children something, and if the latter teach them what exactly?

Was making short films like this ACI's only activity, and if not what else did they do?

What happened to ACI, and where could I find other short films that this company made?

This was the first RiffTrax short where the underlying film was so completely insane that I found myself wanting to know more about it: how, exactly, does a disaster like this happen?
