Escape 2000 and Devil Fish actors?

[Phantom of Krankor]

The main character in the movie looks like the guy from Escape 2000 who was the sidekick to Trash and had that kid with him. Same actor?

And the woman who falls in love with the black guy, is she the same girl from Devil Fish who worked with the mechanic guy?
