Lol, that last part reminded me that I've actually seen this movie before.

I saw it in the theatre.  >shudder<

10. Shark Attack 3: Megalodon
9. Beneath Still Waters
8. 300
7. The Item
6. The Village
5. Commando
4. On Deadly Ground
3. Tales from the Crypt: Bordello of Blood
Although you can argue the "crappiness" of the movie was intentional, this a strong contender either way for raw riff material.

2. Fist of the North Star (The animated movie)
It's one of my favorite anime series, but this movie's outright sillyness is in the meteoric levels. The movie centers around Kenshiro, a man who's mastered a martial art that essentially entails that everything he punches will explode, including, but not limited to: Buildings, Vehicles, Armor, and, especially, henchman's faces. Also contains ridiculously giant men, another martial artist whose fingers slice everything they touch into bite-sized pieces, and what might be the most over-the-top final battle in movie history. A sample of the film: http://www.badmovies.org/multimedia/moviesl/fistnorthstar1.mpg

This movie is barely beaten out by:

1. COBRA! with Sylvester Stallone

Honestly, if Over the Top got the RT treatment, then this one is BEGGING to be done too. This is essentially a time-capsule on all of the laughably bad action films of the 80s, down to the crappy one-liners and do-nothing heroine. A few gemstones that I think solidify this movie for the  RT treatment:

A homeless person/robot montage. Yes, you heard me right
Cobretti, the lead, cuts a slice of pizza width-wise with a pair of scissors, and puts his newspaper in a grill
Cobretti rips a man's shirt off in the middle of an argument FOR NO REASON
Cobretti douses a henchman in gasoline and lights him on fire and quips "You have the right to remain silent"
Practically writes the book on bad one-liners (You're the disease, and I'm the cure)

I'm all in for "On Deadly Ground". Steven Segal as a karate-wielding Inuit? What's not to like.

The Item? What a terrible title. I guess the sequel will be called That Thing Over There.

2 - Just One of the Guys
About a moderately attractive girl in high school who wants to become a journalist, but doesn't think anyone takes her seriously, so she chops off her hair, wears her younger brother's clothes and weasels her way into a high school across town as a tough talking teenage male creature. Gratuitous topless shot at the end.

Joyce Hyser's breasts are NEVER gratuitous.
Well, they were the sole reason I watched it a second time.
