Having studied a TINY bit of electrical shit in high school, this is agitating to even see in a picture.

The person responsible apparently has no idea that - on investigation - this would invalidate any payout of insurance money if the house did burn down from this insanity.  (That is, of course, if they even HAVE homeowner's insurance.)

I doubt those 2 images have any connection to each other.

Those look like LED lights so all those plugged in together are not a problem, you can string dozens of those together and the wattage is lower than a couple strings of the old incandescent bulbs.

The breaker image is troubling, and that + mark looks like someone marking the spot for another screw to circumvent the next breaker up.  That is a fire waiting to happen.  That's as bad as when people would stick coins in the old screw in fuses, plenty of houses burned down because of that.
