I never thought of Torgo while watching the short the first few times, but just watching it again is it the way the old man walks when we first see him that you are referring to?  He does do that strange "knees forward" walk for a few second.

Yes.  Not an exact match, but it reminded me of him.  He also has the wimpy stutter voice of Torgo.  And it appears he is keeping the junkyard in order while the master is away.
