Every couple of months this issue strikes paypal and they do not report transactions to us (and presumably others) as completed, even though they are.  You did not "waste" your four dollars, paypal just didn't tell us that they got it.

I found your email address in your profile and moved your order to completed.  In the future, you can get a faster response by emailing support@rifftrax.com and including your order number.

Also, the issue, though rare can be avoided altogether by using a credit card instead of paypal.
