Um Ok I recognize whats his name so I want to say Shaun of the Dead but I also recognize the vest from the cop movie, but what was the name of that cop movie?  I watched just a smidgeon of it.  I want to say Hot Fuzz?

I used the last hint.  I did see that movie but I wasn't the biggest fan.  But the jump scare with the far out fan is pretty awesome.
