Young Frankenstein jumps to mind for me. But I find that unlikely.

It looks like it's two lines, the first (IT COULD WORK) is placed in three frames, and then "It's alive" by itself.

I don't think that there are any feature-length black and white Frankenstein movies in the public domain. (The silent one is only about 10 or 20 minutes long.)
