Perhaps I'm being obtuse, but what does this mean? Does it mean 1. Don't ask another question until there has been a new answer? 2. Don't ask the SAME question twice in a row even if it wasn't answered? 3. Only ask a question on odd or even numbered answers?

Last time I asked the same question twice as I understood that only properly quoted questions were eligible, but my question somehow ended up being in the blue quote box rather than below it, so I submitted it again.
