Uh oh. I hope this doesn't mean random movie guessing again... I didn't miss that.

Phantom of Krankor

I am Ambassador Phantom, from the planet Krankor! I am rapidly approaching your planet... in the warship, which you have just seen. I will arrive tomorrow night at precisely eight o'clock. At that time I shall make my wishes known to you. You will obey them... or die! HA! HA! HA! HA! HA! HA! HA!

Does the first word in the title (not including a, an, or the) come before 'N' in the dictionary?

The board time is off by several minutes, is board time the time we have to go by?  (Not a 20 questions question!)

what's "the winning question" mean, the person who guesses the movie or is it like some random special question?

This means if you are the first to guess the movie with a properly asked question, you win.

I would say yes to that - server time is about the only time that would be the same for everyone, so it's the easiest to sync to.

To avoid confusion, I believe this means it could actually start with N (and thus is something between N-Z)

Unless it's Travolta or Cruise, that could be considered a vague or at least difficult question to research.
