Not sure about the women but for Hank I think it's a reaction to the squalor in which he lives. Death is all around due to his various vices and the sort of characters he's likely to meet. And every so often (like in the case of Bill) he'll have somebody actually die.

Every sexual encounter in some ways reconnects him with a spark of vitality and makes life seem more livable and fundamentally real.

Well if you read is earlier works, he wasn't exactly a chick magnet. 
I think he is just getting what he wanted when he wasn't semi-famous.

Oh yes there's always that element as well.

But he mentions at least once or twice the idea that as he gets older the women he sleeps with will get younger, i think this goes to the warding off death idea.

Incidentally this section was rather perturbing for me because it contains a bunch of info that tallies with myself. I'm the same height, have been the same weight and people do often tell me I have great legs.
