Oh yeah I know strobing, while cool to look at, can cause all sorts of issues, even the sun through fences can have the same effect on some people.

I'm still trying to figure out what I'm looking at.

It appears to be a special armature attachment for mowing around signs.  Imagine (out of sight above the frame) a big arm coming down (you can see the end on the left), and this is a little bit attached to it, which swivels around the sign as it encounters it, but cuts the grass.
Yeah, the deal is if you have enough trees, you spend a significant chunk of your life with a weedwacker, finishing off what this thing can do in a second.

Alright, that's what I thought it was but the second part on the left confused me.

That's a larger brush cutter, basically it's a set up used by road commissions and the like for keeping highway sidings clear.
