Was it released before 1990?
1) No.
Was the movie released in the year 2000 or later?
2) Yes.
Is it a science fiction film?
3) No.
Is it Drama?
4) Yes.
Is it an American film?
5) Yes.
Does the movie have a rudimentary lathe?
6) I don't know what that is, apart from the reference to it in Galaxy Quest.  Since the answer isn't Galaxy Quest (although that movie does rank among my favorite movies, it does not occupy the number one spot).

So I am going to say No.
Is it an oscar WINNER in ANY category? (note: not simply a nominee)
7) No.
Is the movie a part of a series?
8 ) No
Is this movie form 2004 or later?
9) No
Does the movie use a damaged cognitive function as a major plot point?
Like mental retardation or a brain injury or something like that?
10) No.  All the characters are of normal physical and cognitive ability.
11) Was it released by a major studio?  (not direct to video, TV movie, etc)

It was released into theaters and distributed by a major studio, though I never saw it until it came to DVD.

11) Yes.

12 ) Is it on IMDB's Top 250 List?
12) No.

Is Tom Hanks in it?
13) No.
14) Is Bruce Willis in it?
No.
15) Is Morgan Freeman in it?
15) Nope

A drama made since 2004 that doesn't have Tom Hanks, Bruce Willis or Morgan Freeman....

16) Is the lead character female?

NO
Keep your answers short man! is it is a major miliary conflict portrayed/

I think you'll find it is from between 2000 and 2004, not since 2004. I have no idea, and with three questions left I won't use one up.

No prob.  But that's the problem now...you could possibly use up all but one of the questions just narrowing down the year...and we'd still have a shit load of movies to choose from since it's not in that list of 250..

(not least of which, I noticed that there's a WIDE range of movies that are considered "drama".)

Okay, I'll drop a hint.

I'll say this.  The star of the movie is someone you have heard of.  It's not some obscure film full of nobodies.  One of the co-stars was in Office Space.

What can I say?  There's something about the theme of loneliness, tying your ego in to your work, and desperately wanting to fit in with a world that tolerates you and treats you well, but doesn't really want to call you friend, that makes me love this movie more than any other.

I had it narrowed down to One Hour Photo and Requiem For A Dream.

So what do I win?
