I would have been only a few months old when this happened, but my understanding of things was that the narrator was totally wrong in this film when he said everyone handled it so calmly.  Weren't there freakin' RIOTS during that event? That's what I remember hearing.

Which one are they talking about?  The one they made the movie Where Were You When the Lights Went Out? in 1965, right?

There was a little trouble but back then cops still did foot patrol and there was still a civic pride and feeling of getting through a crisis together thing left over from WWII and the then current Cold War that they think kept people calm.

Actually, the blackout of 1965 was accompanied by tons of sex and UFO sightings. True story. Joan Crawford claimed it was a fitting tribute to Dorothy Kilgallen.

And in 1978, there was a ton of people helping each other in stuck elevators, etc. Unfortunately, up in Harlem people were helping themselves to store goods, too.
