Actually in the rules:
Making A Suggestion
As soon as you enter a Room, you may be able to make a Suggestion. By making Suggestions throughout the game, you try to determine - by process of elimination - what evidence is contained in The Case File.
* A Suggestion requires three moves.
* Once you make a Suggestion your turn will end, regardless of how many moves you have left.

Making An Accusation
When you think that you have figured out the three pieces of evidence contained within The Case File, you may, on your turn, make an Accusation.
So, on your turn you may either Suggest or Accuse, but not both.
Amusingly enough, that's not how the last game ended. Peacock made an accusation immediately after her suggestion on her same turn... and we all missed it until now! ha! Peacock's turn should have ended and the next player would have had the option to suggest or accuse.

I think the Clue games are cursed or something. We always have some sort of mixup. D'oh!
