Moron here got the PAL version of this Rifftrax (force of habit) when i have the NTSC crossroads.

Can anyone tell me how to turn PAL into NTSC using Audacity.

I think you have to go to "change speed" in the effect menu, and lengthen the track by 4.7%.  Then I'd suggest adjusting the pitch upwards by the same amount.
