Maybe it just isn't as popular outside the die-hard Trek fans.  I rank it above voyager, but only in that I never bothered to watch voyager after the first (dreadful) season.

I've grown to like DS9 more after rewatching it over the years it's been on Netflix, but even during it's first run when I was starting to get sick of all the war episodes I still liked it way more than Voyager. 

I've watched all of Voyager, and while it does improve somewhat in the last few seasons it never rises above DS9, over the entire series there are a handful of episodes that might stand up against it.

I guess there are people that would rate Voyager higher than DS9, but I have never run into anyone that does.  I'd even put Enterprise above Voyager.

I finally started binge watching the fan-created web series Star Trek Continues on YouTube and was surprised by how much I am enjoying it. Not only does it thoroughly nail the visual aesthetic of the show but the scripts are also pretty well written. There's definitely a special reverence towards the source material and I really like the campy sets and costumes as well as the retro look of the practical visual effects. Initially the new cast was a bit jarring to me and admittedly it's weird seeing other actors as these iconic characters. While not all of the acting is great there are some unexpectedly strong performances. The cameos are also really impressive with both Lou Ferrigno and the sixth Doctor Who Colin Baker playing significant roles.
