I would guess it's a national park road, even in the big parks I don't think I've seen limits over 45.

Well, the imgur gallery caption was "Here, let me hold that water for you." I assume it's some trick like when you move water with a comb.

That one's easy, it's a stream of water onto a glass ball.

The top one must be a trick of camera movement or the lens, those little white lines that come off the bright spotlights show that the camera was moved, but I can't figure out how they got the beams of light to curve the way they do.  Must be some combination of focus/zoom/movement.

I guess those lines coming off the bright lights could be the poles.  For water to spray like that it would have to be under pressure, so not just a drainage system.  And I guess the angle is good for the spotlights near where the water comes out to light up the spray.  But it's spraying onto blacktop, maybe a plane washing or deicing area at an airport?
