No the United Kingdom refers to Scotland, England, The Principality of Wales and Northern Ireland but the flag only references the First, Second and Fourth of those due to the third having it's own crowned ruler, generally the oldest son of the current monarch.

He was also possibly fishing for someone to try and correct him by claiming it was called the "Union Jack" which it is not unless it's flown at sea I believe.
