Sync problems with this movie

I've not seen any other people posting about this so I wonder if there is something weird I'm missing here. Basically, I'm trying to sync up the rifftrax with the movie audio, got the first and 2nd disembaudio synced dead on. However, the 3rd one "We have the name of their next target". Things are WAY off! The Rifftrax at that mark is a full 22.54 secs. behind the movie! I would think I could just insert the 22.54 of silence in the Rifftrax but where would I do that so everything is synced? The first 2 are DEAD ON, so sometime after that something goes off but I don't know what it could be. The DVD I'm using is the original release of the DVD release Sept. 21, 1999 according to the info. I can find, single disc in the cardboard snap case, if that makes a difference.

Any ideas?

Make sure both your DVD and the Rifftrax are in NTSC format.
