What to explain a reference?

I feel dumb but I can't for the life of me figure this out, nor can my friends.  in the Titanic Rifftrax there are several times when Rose's mother is shown that the guys make what sounds like carousel or circus music.  What are they referencing?

Yeah, I thought it was a specific musical reference (I knew it was her being a clown, I just thought there was an additional source for the joke), but apparently it's just general clown music.

Still sounded really familiar. Just can't place where the last place I heard it was.
