Seriously, this is the way I see it:

Vol 1 contains Season 1 and Season 2
Vol 2 contains Season 3
Vol 3 contains the first 13 episodes from season 4
Vol 4 contains the remaining episodes (10) from season 4

So...what up with dat?

I think it was just an issue of timing and availability.

For Volume 1, there wasn't enough material in season 1 to fill an entire DVD set, so they lumped in season 2.

For Volume 2, Season 3 had more shows in it, so it fit nicely into a DVD set.

Volume 3 contains only 13 episodes because that's all they had available at the time, and they wanted to release something so they could rake in the dough, capitalizing on Family Guy's triumphant return and peaking popularity.

Volume 4 contains the left-overs.

Of course, that's just my take, and I could be completely wrong.   ;)

Didn't the production seasons get completely screwed in broadcast? i.e., they're currently airing a 6th broadcast season, which is the 5th production season. I guess the DVD sets follow the broadcast split.

Volume 3 and 4 are complete cash grabs. Volume 2 has a $50 MSRP and volumes 3 & 4 have a msrp of $39.99 so that is $80 (msrp) for the same amount of content.
